Board Considers FY2010 Budget. The SEARHC Board of Directors met on August 29th to consider the FY2010 Budget. The total operating budget for SEARHC in FY2010 is expected to be approximately $97 million. There are approximately $47 million from various Compact funds (IHS), $37 million from patient service revenue, and approximately $10 million from grants as well as other smaller revenue sources. The operating budget is largely a continuation of our current level of services in this fiscal year. Additionally, there is an $11 million capital budget. The capital budget is over 80% funded by grants, IHS, and stimulus monies.
To achieve this budget, there are several key assumptions: a balanced budget, regular step increases, maintain benefit structure and market adjustments for staff, hold the line on non-labor (supplies, travel, utilities, etc.) expenses, increase in budgeted revenues (mostly from our participation as a Rural Hospital Demonstration Project with Medicare), and that SEARHC Systems Transformation (Electronic Health Records, ancillary, and financial system) and customer service will be our key initiatives in 2010.
Hoonah Medical Center. The SEARHC Board of Directors also considered and adopted a management proposal for the Hoonah Medical Center. On September 4th, management presented this proposal to the Hoonah Indian Association (HIA) Board for its consideration. HIA authorized SEARHC to enter into a Self-Governance Compact and Funding Agreement on its behalf. The target date for management of the Hoonah Medical Center is October 1st.
Raven’s Way Information. Some people are in immediate need of substance abuse treatment programs and are not aware of our adolescent program – Raven’s Way. We hope that you can also share our program information with others. Raven's Way is a residential treatment program serving the youth of Alaska. Our nationally accredited program combines conventional substance abuse treatment, adventure-based therapy, and Native cultural activities. The program works with students who have co-occurring disorders. The program serves youth ages 13-18 from all over the state of Alaska. Denali Commission Funds Hydaburg Health Center. Good news! We received notice of a Denali Commission grant for the Hydaburg Health Center construction project for $2,181,189. Matching funds of $445,894 from a HRSA capital improvement program have been received and up to $405,000 is included in the SEARHC FY10 capital budget if necessary. The design should be completed in November 2009 and we hope to begin work in spring 2010.
Klukwan Wisefamily Receives Grant. SEARHC received a new IHS grant through the Children and Youth Program. Funding is $50,000 per year for 5 years. The funding will be used to continue and expand the Klukwan Wisefamilies program with a strong emphasis on involving Haines and Klukwan youth in cultural activities with adult mentoring. This program is a collaborative effort between a number of SEARHC programs and the Chilkat Indian Village.
Customer Service Training Update. Our new Customer Service training campaign aims to help educate and improve our internal and external customer service practices. Our goal is to provide sustainable and culturally-appropriate customer service training that will improve the quality of care provided to our patients and to each other. Four of nine scheduled trainings have been completed with good responses from staff participating in the program.
